  • Anne Blair

    Vice President, Policy
    Electrification Coalition

    Anne Blair leads the Electrification Coalition’s state policy engagement to support the accelerated adoption of plug-in electric vehicles while working closely with state and federal agencies to inform and implement federal and state policy. She also provides insightful information on the opportunities and needs at the intersection of transportation and electric utility policy at national, state, and local conferences. In her current role, Blair has provided public testimony on utility programs, vehicle and infrastructure incentives and programs, consumer choice, and leveraging funding before state legislatures and utility commissions across the country. She has also successfully led the efforts to expand the EC’s outreach in the Southeast by securing new funding and staffing. Blair has also provided strategic leadership to begin expanding the EC’s freight program.

    Prior to joining EC, Blair was the director of energy efficient transportation at the Southeast Energy Efficiency Alliance, where she directed the organization’s work to expand transportation electrification policies and programs in the Southeast. Before SEEA, she worked at the Southern Alliance for Clean Energy (SACE) for 15 years. In her most recent role as the clean fuels director, she directed the program’s promotion of advanced transportation policies at the state and federal levels, with a focus on reducing oil consumption and air and climate impacts.

    Blair holds a bachelor’s degree from Randolph College, and a master’s degree in environmental law and policy from Vermont Law School. She currently resides in Avondale Estates, Georgia, with her family and spends her free time reading, enjoying the outdoors, cycling, and hiking.

  • Paul Brown

    Paul Brown has a broad range of government and public policy experience. He served from 1984 to 1988 in the federal Conservative government as Policy Advisor to the Industry Minister, Executive Assistant to the President of the Treasury Board, and Chief of Staff to the Minister of Labour. His primary areas of responsibility ranged from the privatization of Crown corporations, oversight of Crown corporations, regional development policy, aerospace and military matters, and national labour dispute resolution.

    Brown has provided strategic advice to numerous companies and organizations in their dealings with government at the federal, provincial and municipal levels. He has advised clients across several public policy areas, including health care, energy and power generation, infrastructure, real estate development, procurement, transportation, financial services, income trusts, insolvency and regulatory reforms.

    From 2006 to 2012, Brown served as Chairman of the Board of Directors of Enwave Energy Corporation – one of the largest district energy companies in North America. In 2012 he also served as Chair of the Special Committee responsible for the successful sale of the company. He serves as Chairman of the Board of the Sandbox Project, a nonprofit organization dedicated to improving the health outcomes of Canadian children and youth. He served on the boards of the Canadian Jewish Congress and Beth Tzedec Synagogue and was the President of the Oakdale Golf & Country Club from 2008 to 2010. Brown was a member of the Law Society of Upper Canada, holds a Bachelor of Laws, University of Western Ontario (LL.B.), and a Bachelor of Science in Economics (B.Sc.) from The Wharton School, University of Pennsylvania.

    Chris Cillizza spent four years as an editor at large at CNN and regularly appeared as a political analyst on the network’s airwaves. Prior to CNN, Cillizza worked for a decade at The Washington Post, where he founded The Fix political blog and built a reputation as the authority on fast, incisive analysis of the day's events. A frequent TV guest across networks, Cillizza was an MSNBC political contributor for eight years. Prior to The Washington Post, Cillizza reported on campaign politics for Roll Call, where he served as their White House Correspondent. He also previously reported for The Cook Political Report, where he covered gubernatorial and House races. A graduate of Georgetown University, he lives in Virginia with his wife and two sons and is a diehard Hoyas basketball fan.

    Kristine Metter has spent 30 years working with associations to advance their missions while adhering to strong business practices. She is currently president of Crystal Lake Partners, a consulting firm that focuses on helping association staff and volunteers to embrace foresight, grow revenue, strengthen stakeholder experience, and design meaningful events. Her deep knowledge of strategy and operations gives her the unique ability to help associations imagine the possible and bring it to reality. Prior to founding Crystal Lake Partners, Metter held senior staff positions with America's Essential Hospitals, the Visiting Nurse Associations of America (VNAA), AcademyHealth, and the National Association of Student Personnel Administrators (NASPA). Metter earned her CAE in 2005 and holds a BSBA in marketing from the University of Missouri and an MS in nonprofit management from the University of Maryland Global Campus.

    Rebecca Rockey is the Deputy Chief Economist and Global Head of Forecasting at Cushman & Wakefield. In her decade at the firm, her responsibilities have evolved significantly. Her focus spans economics, demographics, financial markets and commercial real estate – both at the macro and micro levels. She manages the production of national and metro-level commercial real estate forecasts across the Americas, develops predictive econometric and statistical models to enhance the firms’ analytical capabilities and contributes to numerous white papers, webinars, media requests and industry/client presentations. In her global role, she extends this expertise to other regions. She is a strategic internal and external advisor across service lines and regions, connecting research themes to actionable and tactical views on the market.
