Maximizing Equity from Municipal Incentives

TIF (Tax Increment Financing) reimburses private developers for the public infrastructure costs incurred during the construction of economic development projects. Usually, the structure of these agreements makes the developer take on the public infrastructure's debt for several years, however, there are alternatives and many ways to structure a TIF that actually provide more benefit to both the municipality and developer than the traditional model. In this session, experts will explain the nuances in structuring development agreements to make a TIF more valuable, including monetizing the future TIF, PILOT advantages, and how to frontload long-term sales tax incentives. Walk through four different types of TIF deals and capture what it takes to structure a "bankable" project. Learn how to analyze these deals to understand the return on investment for the municipality, the developer, and the bank.

Adaptive reuse is an increasingly attractive tool for developers and owners looking for solutions that allow them to stay ahead of market trends. Through the lens of an office-to-residential case study, this session will explore the elements owners should consider when determining if a conversion is viable for a property. The Foundry project transformed an obsolete 600,000-square-foot office building into a 520-unit mixed-use residential destination that has catalyzed development in the surrounding neighborhood. The project’s large scale amplified many of the challenges and opportunities associated with conversions. This panel will convene the development, construction and design experts involved in the Foundry project to discuss lessons learned and their perspectives on the future of adaptive reuse.
